For more than 20 years, CCSI has served as the lead New York State Health Navigator for Monroe and Livingston Counties, assisting individuals and families with their health insurance needs thanks to a grant from the New York State Department of Health.
Our Navigators meet with community members of all ages, offering in-person and phone appointments. We help people enroll in Medicaid, Child Health Plus, and Qualified Health Plans through the New York State of Health, often at moments when families are facing job loss, high-deductible plans, or rising medical costs. Many parents are surprised to learn that even if their employer plan is too expensive for children, Child Health Plus can offer comprehensive coverage with low or no premiums.
With deep expertise and bilingual support, our small team provides one-on-one guidance that turns confusion into clarity. One client, overwhelmed by medication costs, arrived with every prescription bottle he owned. After working with a Navigator, he enrolled in Medicaid and a managed care plan that eliminated his out-of-pocket expenses. Leading to life-changing relief that he continued to celebrate with monthly thank-you visits.
Today, CCSI is consistently ranked #1 among New York State Department of Health Navigator contractors in applications, determinations, and enrollments per FTE, as well as for costs per application, determination, and enrollment based on our annual budget. We maintained this ranking even during the pandemic and continue to do so, meeting or exceeding enrollment targets year after year. Community referrals—from provider offices, DSS, and families we’ve helped—continue to grow, demonstrating the strong trust our Navigators have built throughout the region.
