Challenge

Seneca County’s behavioral health system is under growing pressure to meet rising community needs in a rural region where transportation barriers, financial strain, and social isolation affect many residents. At the same time, new Certified Community Behavioral Health Clinic (CCBHC) requirements call for stronger use of data, clearer quality measures, and deeper engagement of staff and people receiving services.

Solution

CCSI partnered with Seneca County Department of Mental Health throughout 2025 as an evaluation and continuous quality improvement (CQI) partner. Together, they built interactive dashboards to track key measures like time to care, crisis response, and screening rates, giving leaders clearer visibility into what was working and where to act. CCSI also elevated staff and community voices by designing a clinic-wide staff survey, launching advisory committees, and supporting workgroups that incorporated lived experience. Using these insights, CCSI helped strengthen the clinic’s CQI plan, improve screening rates, and introduce monthly data tools that prompt more tailored support for clients whose symptoms are not improving.

Impact

Today, Seneca County Department of Mental Health is better equipped to respond, adapt, and grow. Leaders make decisions with more confidence, staff have meaningful ways to shape solutions, and people receiving services benefit from more consistent follow‑up, expanded groups, and more supportive pathways into care, building a system that grows stronger and more connected each quarter.
